This can be a filter but only if the filter media includes something that kills or completely removes bacteria while filtering. There are filters that will filter out microorganisms. They include reverse osmosis (RO), ultrafiltration, and microfiltration. Provided the filters are working properly, no bacteria will make it through the first two and extremely little will make it through the last.
